Nope... that's correct... you can enter 20 hours as any of the following:
20
20:00
20:00:00
Are you sure you didn't enter the 20 hours AFTER you imported the usage?
The allotments are only looked at during the import, so that you don't
run into a problem of a 100 hour customer downgrading to a 10 hour
account or something and then they would get billed for all the months
they were over the 10 hours.
