As I mentioned before, it only looks at that number at the time you
import the usage. So if you change it AFTER you import it, it won't
update the old ones.

The reason for that is what if you had an account that was like 100 hours
usage all the time, and then they switched their account to a 10 hour a
month usage account. You don't want to charge them for all the past
months when they were allowed more.
