A domain controller really has nothing to do with it... A domain
controller just lets you have a central "controlling" computer that
controls the users/groups to all the NT machines that are a part of that
domain.
If you don't have a ton of NT machines, I would probably not make it a
domain controller as it gets a little more confusing with it.
