You could make a shortcut that does it (I think), if you make this the
command line:
"c:\Program Files\Claris Corp\FileMaker Pro 4.0\FileMaker Pro.exe"
"MainMenu.USR"
That will open FileMaker Pro and then open MainMenu.USR.
I dunno if it will work, but it should (in theory).
