Establish Date doesn't matter as far as billing is concerned. It's just
for your own informational purposes more than anything. Now the
IMPORTANT date is Exp. Date... Expiration Date is the date the custmoer
has paid for service up through.

Correct, if they get zero hours with their normal plan, you would set it
to zero.

It lets you set an flag for the usage abusers report... Like maybe you
sell unlimited accounts, but you want to know about who is using more
than 300 hours per month. You can set their usage flag to 300... that
way they aren't billed for going over it, but they come up on the abusers
report.
