It wouldn't. If the customer signs up on the 1st and pays for a month of
service, they would be good until the first of the next month.

Agreed. *Luckly* there are a few laws that define it. If you sell
something on a monthly billing cycle, and they pay for a month starting
on January 31st, you have to give them the month + the difference in
days. So for example in 2000 (because of leap year) they would be
renewed on the 2nd of March. Of course, this could only happen once per
customer, since there is always a 1-28th day in each month.

Now you can of course twist it around to get around it, (by selling
service on a daily basis instead. Or you can sell service from the 31st
of December to the 31st of March as a quarterly service, only because
March also has 31 days, etc.

(Don't ask me who comes up with this stuff).
