Are root nameserves selected in a round-robin fashion with each query
going to the next one in line?
I've noticed that if one of the 9 root-servers in acting up (as
h.root-servers.net did this morning), rather than a 1 in 9 chance of
getting a DNS entry not found error, I was getting progressively higher
and higher chances of entries not found, up to about an 8 in 9 chance.
In other words, after a while, almost every entry was coming up as DNS
not found. This was based on a lookup of about 40 distict domain names.
