You could use either machine with QDNS, but I would select the one which is

This is not an issue that is QDNS specific, and you will often see this on
a name server that isn't very active. The cache on such a name server
doesn't contain much information, so it often has to perform lookups (which
sometimes take considerable time) when you perform a query. An active name
server has a rich cache and will thus be able to respond to a lot of
queries directly from cache, resulting in better response time. Basically,
an active name server is more effective than an idle name server.
