When I first did a dig on 178.96.204.in-addr.arpa it came back with:
96.204.in-addr.arpa. 345579 SOA ns1.sprintlink.net.
dns-admin.sprintlink.net.
This also occurs when I do a dig for 190.178.96.204.in-addr.arpa but when I
do a dig for 204.96.178.190 asking for a PTR record it acts like the
reverse zone is unowned and shows one of the root servers as authoritative.
When I did a whois on 204.96.178.0 http://www.arin.net/whois returns

204.94.0.0 - 204.97.255.0

So I went back and did a dig on 177.96.204.in-addr.arpa which is the class
c just below yours. It returns as sig.net being authoritative.
My suggestion would be to talk to the dns admin at sig.net and confirm that
they have delegated authority to you. And have them confirm with SprintLink
that they have delegated the authority. Acutally Sprintlink (who owns the
204.96 range) may need to delegate the authority directly to you since
Sig.net doesn't own the whole B range.
