I took a look at your zone file. It looks fine, except for these lines:
ftp.dx.tc. CNAME 170.141.230.35.
ke4qdx.dx.tc. CNAME 170.141.230.35.
www.dx.tc. CNAME 170.141.230.35.
These should look more like this:
ftp.dx.tc. CNAME dx.tc.
ke4qdx.dx.tc. CNAME dx.tc.
www.dx.tc. CNAME dx.tc.
Your secondary server seems to have all the information, but since it
wouldn't give me a zone transfer, I'm not quite sure.
As for reverse (PTR) records, you're not authoritative, so assembling a
reverse file will only affect hosts that query your servers directly. Since
the state of Tennessee appears to own that class B subnet, you'll need to
ask them to add a PTR record for the IP address in question. (Their server
won't give me any info except NS records for the reverse zone, so actually
they could have delegated the class C subnet and just have broken DNS
servers, for all I know.)
Hope this helps.
