The A server is the primary. All the other servers mirror off it. If/when
it goes down, bad things happen.
Furthermore, a great many automated programs have been written to make use
of this server. Also, many name resolvers query the first name server of a
list, while many others are written to query the "nearest" server (in terms
of hops to the server). For many of us in the US, the A server is nearest.
All this results in a great deal of traffic on the A server, which puts
stress on its network stack.
All in all, the A server gets hammered, all the time. The more traffic
offloaded to the other root servers, the better.
