I ran into that problem at one point. I wasn't running the secondary
(according to Internic) for
my dns and that was the problem. It wouldn't confirm that I was a US
domain.

I am an ISP so it was no problem to get those permissions from my upper
tier provider. This was back when QDNS first came out, otherwise I would
have had to use pc servers.

So, my fix was to run the secondary dns myself, but I had to get the
rights transferred via Internic since I had my upper tier originally listed as
my secondary for dns.
