Actually, there is a possible reason why they couldn't do this: If they
don't own the whole class C themselves, but just a part of it.

No, having a dumb upstream provider isn't a good idea. I know, it's
happened to me. It's the sort of situation you never get into intentionally.

None that I know of. They might have to redo their own reverse records, but
that should be trivial.
