Try using your own DNS server for a resolver (in the TCP/IP control panel).

Theoretically, this is based on the values in the SOA record (Domain
Information dialog in QDNS Admin).

The refresh value is how long until the secondary server(s) check the
primary for a new version.

The retry value is how often the secondaries retry if the primary is not
available.

The minimum is the default TTL for all records without their own explicit TTLs.

The TTL of any record is how long that record is cacheable by other servers
out on the net. Of course, some broken servers ignore the TTL, and will
cache stuff for 2 or 3 days.

I agree.

As to who needs to be notified, whoever runs your secondary server(s) needs
to know, as does Internic. Other than that, everybody will figure it out
within a few days.
