There're two parts to this.
1) Set your DNS. If the old domain has entries like this:
olddomain.com. A 192.168.0.1
www.olddomain.com. CNAME olddomain.com.
then the new domain should have similar entries:
newdomain.com. A 192.168.0.1
www.newdomain.com. CNAME newdomain.com.
2) Set up your WebSTAR virtual hosts settings. Find the entries for olddomain.com and www.olddomain.com, and duplicate them for newdomain.com.
That should pretty much do it. For details on the WebSTAR setup, obviously the WebSTAR-talk list would be a better place to ask.
