No, this isn't how it works, the 'fixed' setting should result in
your main server getting 100 out of every 101 requests. You are
setting the ratio between the two.

As it stands at the moment you can't do exactly what you are trying
to do. But if you set the values to the max (sorry don't know what
they are) you will get pretty much what you want.

Who is right?
