This technology is available already Apple have licenced it from a third party for OS9 (sorry can't remember the company)

Also you might want to look at Synchronize Pro from Qdea http:www.qdea.com

We use Synchronize Pro on a third upload machine with copies of the associated programme SpeedShare Server running on the 2 QDNS load balanced servers

When someone in our office changes the folder (you could set it up on the ftp machine) an applescript folder action automatically triggers the sync to both servers.
