Secondary DNS

What are the rules regarding who is allowed to do secondary dns? I work on, consult, help with a wide range of servers spread out on various different bandwidth locally.

All the isp's these various servers are connected to all claim they must be listed in the internic records as the secondary dns servers. Most of these are either 8 or 16 ip number ranges.

What happened was a dns server went south with a type 11 error and page sentry for what ever reason hung and I was out of town and it went un corrected for about 36 hrs. I came back to a bunch of upset people that their sites where no longer reachable. What has happened in the past and appears to have happened again is that 2 different isp where not polling the dns servers we control for secondary data for some time and newer domains were not updated.

What are the rules for who is allowed to provide secondary?

Does it have to be controlled by the isp that gave us these 16 numbers?

Or can we do it ourselves and not screw up the works?

I am on the digest so a direct response or other questions owuld be nice if you cc'd me and the list.

I will admit I am behind on my list reading and if this issue has been discussed recently and I am hashing it over then I am sorry.
