Running two primaries (with one license) technically violates your license agreement, though running a primary and a secondary does not. Regardless, there shouldn't be any effective difference - the difference between primary and secondary is essentially transparent to client applications and DNS resolvers (meaning that they can't tell the difference). If you set your TCP/IP prefs to use other servers (such as your provider's), do you still have the same problem of your sites not coming up when the primary is down?
