Running two primaries (with one license) technically violates your license agreement, though running a primary and a secondary does not.

Regardless, there shouldn't be any effective difference - the difference between primary and secondary is essentially transparent to client applications and DNS resolvers (meaning that they can't tell the difference).

If you set your TCP/IP prefs to use other servers (such as your provider's), do you still have the same problem of your sites not coming up when the primary is down? My expectation is that, if your secondary server is still operating normally, things should still work.
