You would only want to do this if both of these servers (primaryServer and secondaryServer) were primary servers for the domain. This is not the usual setup, though it can be done. This can be used to set up a 3-tiered system, for example.
The Secondary Data window isn't supposed to hold the addresses of any of the secondary servers. It's supposed to have the address(es) of one or more primary servers only.
