I think you may be making it more difficult than it is... :-) All you
really need to do is go to the Accounts Preferences and set the "Place
Customers On Hold After xx Days" preference for that account type to 14.
Then it will place them on hold if they haven't paid in 14 days. {shrug}

I think that may be the easiest way that I can think of...
