QDN''s not responding to Totalnic.net???

We have a customer wishing to transfer a domain (healthyorder.net) to our
name servers.
Using the web based form at totalnic.net, we receive errors, but if we try
to delegate to different name servers (bind on solaris) it goes through ok.
Is it possible that our upstream providers (Optus Internet and Telstra)
could be blocking certain packets through to our primary name server:
203.17.154.12 ulawatu.tarkari.com.au
The domain is setup fine (just the same as the rest of the domains on the
server). Is this a job that DNS expert could figure out what the problem
could be?
I would appreciate it if anyone is able to test our primary NS from you end
