For the benefit of the list, I'd like to report our findings.
As a review: Symptoms were that the server could not be contacted for DNS purposes, and couldn't contact other servers. It looked like maybe it couldn't be pinged, but that turned out not to be the problem - I was able to ping it. Another server on another IP address on the same LAN was accessible for DNS queries.
The problem turned out to be a corrupted QuickDNS Options file. It doesn't happen often, but it does occasionally happen. When the options file is corrupted, the server often misbehaves. This can also happen if the user removes all the root server entries.
