My old DNS server that used to be my primary did about 100,000 look ups per
day (most didn't come from the cache) and was a Performa 6220, running at
75Mhz. It's the lowest end PowerMac, and the worse excuse for a Mac, that
ever rolled out of Cupertino CA. It did a fairly good job, but I did need
to replace it with an iMac. It now does about 20,000 per day, with ease.

If your server is going to be answering queries from the outside, most of
the answers would come from the zone files on the box, and those are all
pre-loaded into the RAM cache. Look ups from cache happen very fast, with
little overhead. External look ups are the ones that seem to bog down a
DNS server.

Maybe something like a fast 040 machine would do the trick. We could
discuss this issue to death, but I think it's something that's ultimately
going to have to be decided though experimentation.
