It's an arbitrary policy, apparently set by ICANN, since it seems to be common to all registrars. (Anyone know differently?)

Nope.

You might think port mapping (with a NAT server) would be the answer, but in fact this causes problems where the reply from your server comes from a different address than where the query was sent.
