Here's what they've done:

195.23.76.63.in-addr.arpa. CNAME 195.192.23.76.63.in-addr.arpa.

254.23.76.63.in-addr.arpa. CNAME 254.192.23.76.63.in-addr.arpa.
Here's the final reverse zone - note the lack of certain records, for
hosts that either don't exist or simply don't have proper reverse
records:
The host or domain "193.192.23.76.63.in-addr.arpa." does not exist
194.192.23.76.63.in-addr.arpa. PTR lists.talklist.com.
195.192.23.76.63.in-addr.arpa. PTR www.hutman.com.
[...]
The host or domain "254.192.23.76.63.in-addr.arpa." does not exist
So here's what you do (assuming you don't want to use the Domain
Assistant to do this for you):
Create a zone file called 192.23.76.63.in-addr.arpa. Add NS records
for your servers. Then create these funky-looking 5-octet PTR
records, such as those listed above; for each record, in the Name
column, simply put the last number from the IP address (193, 194,
etc.) and let QuickDNS fill in the rest.
Once that's done, ask UU Net to delegate your reverse zone to your servers.
