They're just being lazy.

It's easy enough for them to delegate part of a class C subnet (i.e.
a "classless" subnet) to your DNS servers, but they probably don't
want to deal with educating their customers; the customer side of a
classless subnet delegation can be confusing.

You might ask them if they understand how classless subnet delegation
works; you might also mention that, if they'll set up their end of
it, you can set up your end without their help. (Just ask us if you
need help.)

The RFC that describes how classless subnet delegation works is 2317.

If your reverse records aren't in place and correct, yes, you'll
probably end up having some trouble with mail service. One way or
another, you should have accurate reverse records for your IP
addresses.
