I think you've got the version numbers wrong. 1.3.1 can't be secured
but I have 2.2.2 setup and passed all of ORBS' tests.

The problem comes in when you have to use SMTP AUTH. 2.2.2 only works
with Eudora where 3.0 works with a larger number of clients.
