The TTL field in the Domain Information dialog is not the TTL for
every record. Any record can be given an explicit TTL, with the
default being the value in the Minimum field, as has been mentioned.

The TTL field in the Domain Information dialog is where you can enter
an explicit TTL for the contents of the Domain Information dialog,
which does in fact constitute a special record (the SOA, or Start Of
Authority record).
