Welcome letter

When a new account is created it goes into the pending. During this
process the welcome letter is sent but however it is not since the
email
account has not been created.
Is there a way to delay sending out the welcome letter until after the
email address has been approved?
Is there a way to automatically setup accounts so they do not have to
be
approved and service record is printed automatically, also the it is
entered into the server automatically?
