If you ping, yes. Ping just sends a ICMP Echo packet to a host, and when
the host computer gets it, it send an ICMP Echo Reply packet back.

That's right, if you're talking pings. (simple echo requests, and echo
replies)
If you're doing a DNS lookup, the DNS lookup time will be different
(longer) than what a ping will be, since the machine will have to lookup a
DNS entry, before forming a reply.
