Yes (well, no, not really), but that's a separate problem.
The reason I say no, not really, is that you could also have your
provider (or their provider) implement your desired reverse records
on their servers, rather than having them delegate the reverse
records for your IP addresses to your servers.

Which leaves two possibilities of this type: A bug in the Netopia
firmware (or hardware) and a misconfiguration in your provider's
router.
Frankly, I'm not sure what kind of routing problem could cause this
sort of thing. But then, I haven't configured a router in years.
