Nope. The ONLY thing that will edit the Bill Now flag automatically is
if on the Usage Preferences you set the "Force Usage Invoice Customers
Into Next Billing" to 'Yes' (default is 'No').

And even then it will only do it if you invoice a customer for excessive
usage.
