If it's taking a long time (in the range of 60 seconds or more) at any one
point, it's a problem with the wait for side of things. It may be timing
out and then finally sending the "Send" side anyway.

Go to the "Billing Cycle" server script.

Domain specific actions for create would be the "New Domain" script. If you
want it to run them, you will need to define it.
