Two options I can think of...

1) OptiGold-ISP http://www.optigold.com/ ... it's ISP software and
it's free for under 100 clients. After that you pay for the number of
clients you have. It can get expensive if you have to add the
FileMaker servers to make it web enabled. It can do all your ISP
billing and server set-up.

2) Roll you own with either Applescript or some other processing
software that can read and write files and process forms....
WebCatalog, Lasso, WebSiphon. Some people have developed a system
for WebCatalog, but it's not for sale and you'd need the $3500
WebCatlaog to use it.
