It is in this way I would like to use finance charges. This means that I
can answer you question "Yes". We will charge late fees and still continue
to offer service.

I would like to use this like the phone company does it. You have a late
fee printed on the January bill that refers to non payment of the December
bill.

It could be used to assess late fees (flat rate) or a percentage finance
charges.
