Mmmmm... not really, you can set the time usage that they get billed for
as a certain level and then a time usage amount before they get put onto
the abusers report. But there is no system for SOMETIMES charging for
excessive time usage, and sometimes not.

Well, since the time usage allowed is set on a per customer basis, you
can set the "preferred" accounts time allotment higher than the normal
accounts.
