far be it from me to suggest that something at ns is *broken* but the
only way i was able to get around this was to create a new host
record for a different ip address.

apparently if there are any entries in the ns database that refer to
a specific host record, that record cannot be modified. after i
chewed up another ip address for the ns, i tried to delete the old
record and it wouldn't go away until all the entries (secondaries as
well as primaries) were purged of references to that host (and, of
course, those changes had propagated ...).
