Go to the Past Due Accounts Preferences and set the "Minimum Amount Owed
To Cancel" to '0' (not null, but actually zero).
That is a new preference in 1.7.8, and it works exactly how it's supposed
to, except it DIDN'T take into account REQUESTED holds/cancels (which
1.7.9 does). So, set that preference to zero, and all should be well.
