Pay more for what? There's no fee from anyone for you to run a name server or
to register it with the root servers. You would have the overhead for the care
and feeding of the second machine, but I don't think you were referring to
that.

Changing a name server for a domain takes however long the domain's registrar
takes to update the root servers (usually a day or less) plus, possibly, the
TTL of any old NS records may have been replaced (NS records on the
gtld-servers.net. servers have a TTL of 48 hours). Changes to some arbitrary
record on your own name servers should take no longer than the record's TTL
get around to the rest of the 'net. Of course, there are a few resolvers out
there (*cough* AOL) that (improperly) ignore TTL's, so it can take longer for
users of those resolvers to see the change.
