Do you mean, pay more for an additional license of QuickDNS Pro?
Under the terms of the license agreement for QuickDNS Pro, you can
run two copies, providing that one copy is used only as a secondary
(backup) for the other one, and that both servers are on the same
local area network. Please see the license agreement in the
documentation for more details.

Or do you mean, pay your domain registrar another registration fee?
There is no charge to register servers, only for domains.

This has already been addressed by Christopher Bort. If it's taking
weeks for a change to be seen, then either you missed a step or else
you're using AOL (or someone else with a broken resolver) to
determine whether the change has been made.
