It's not in DNS & BIND. There's at least one RFC that covers it, the number(s)
of which escapes me at the moment -- Chris Buxton will be able to point you to
the right one(s).

Again, it depends on exactly how UUNet chooses sets up the classless
delegation.

Yes. Your end of it (i.e. after the zone is delegated to you) can be done with
QDNS.

UUNet would retain the delegation for those zone, so you should be able to get
whatever DNS info (if any) they've got on their name servers. Of course, if
they delegate the zone to another customer, you'd query that customers name
servers.
