Yep... you can subtract them pretty easily by just deleting them from the
CDML document. But I would be wary about adding them, as it would be
easy to screw things up...

Yep. There is a preference in the new Web Interface Setup that says "All
Accounts Go To Pending Status".

It can (if you want) if you are using PC Authorize Hub or MacAuthorize
Hub.

Well, all you would need to do is make a separate network with only 2
dialups or something that the only thing available on the network is the
signup web server. That's how like ISP Register from HURLnET works I
know... {shrug}
