Yes. By default, it will recursively resolve queries, as if it were
just like any other DNS server on the Internet.
If instead you want it to forward queries to, for example, your ISP's
servers, then you need to configure that in the server options. This
would cause your ISP's servers to do all the legwork of looking up
outside names.
