How can we keep track of literally hundreds of changes per month.
We have several billing plans and our customers switch between them.
Each plan may have a different useage and excess product ID.
Although there may be several billing cycle items, there should only be one
access plan associated to a single login ID.
Can there be some sort of flag that if it is the "access" account that
changes, the usage info changes as well.

No, the usage parameters cannot be scheduled to change in the future because
you run into problems if a customer has multiple billing cycle items...
which one should the usage parameters be based on?
