When you trigger a hold action, first the primary hold action is triggered,
then if you have the email, domain or billing cycle actions piggy backing
them, they are triggered for the necessary hold as well.
Make absolutely certain your Hold action is set to SQL in the "Use" field.
If it is, then then next thing to look for is emails and domains. Are you
triggering them based on the primary and if so, are they defined? Lastly,
if all that is good, go to the Billing Cycle action (under Maintenance &
Preferences -> Server Actions Setup -> Billing Cycle) and set every Yes/No
preference on that screen to 'No' and try it again and see if that got rid
of the error.
