What server software are you using?

Are you running DNS Expert on one of the secondary servers? If not,
then you can't say for sure that transfers are permitted to the
machine running DNS Expert unless you use the DNS Query tool (in DNS
Expert) to manually request a zone transfer from the server in
question.
