You would need to turn on God-Level delete to be able to delete customers
that have transactional history.

Use Offer Codes. A customer can enter an offer code (or you could make it
selectable from a drop-down box). The products that will be displayed to
them as allowed to be selected will only be the ones that are tied to the
particular account class that the offer code is tied to.
