going to an SQL db then a perl script does the work for some other features
that OGI doesn't provide. What I'm asking is wht is the correct procedure
to making a passwd change in OGI that will execute the server action.

Under the server actions setup you can define your server actions. For a
passwd file change, you typically can use telnet and existing script(s) on
your UNIX machine. You should be able to use the passwd command for
example.
