You can't force a generate invoices on them unless they are due for one
(based on their expiration date). If it's a one-time thing, you could
import new charges into the system and generate invoices that way... then it
only generates invoices for those customers in your import.

Set it to send out via Paper under Maintenance & Preferences -> General
Preferences -> Invoicing
